It's not hard to set up a website these days. Firstly you need a domain name and hosting.
I recommend godaddy.com for hosting and http://www.dreamhost.com/r.cgi?246051/hosting.html simply because you get so much for so little!
Where else can you get 145.6 GB space and 1.456 TB bandwidth for only $7.95/mth? Most of my sites have been hosted by these guys for the past year. Sure, there are downtimes but the response time has been quite impressive.
